Plus in rare circumstances if you play your golgari thug whenever he dies you can put neonate back on top, nat draw and then dredge anyway. With tome scour it's just putting them in the graveyard, even though you put five cards in there, there's no additional step helping you dredge right away. I get that the ability itself doesn't get as many cards in the graveyard but depending on what you discard it can. If it's in your opening hand along with shriekhorn it can get a swing or two in and then you can sack it at the end of your turn, or during your opponents and dredge on their turn. With neonate however I've always thought there's a little more range or versatility.

Definitely see the value in T1 five cards in your graveyard! Hell yeah! However my hangup is kinda the same as it is with shriekhorn and cathartic reunion, if it's not in your opening hand and you're not mulling for it your just gonna see it in your graveyard later and it's not gonna do anything this game.

So I'm not saying anything is wrong with tome scour in this, I think it's a great addition.
